The Full Story

Frank T. Martin is the President of Frank T. Martin Consult, LLC, a strategic business development and management consultancy. He advises clients on effective business development and sales strategies, teaming and partnerships. In addition, he provides client relationship management, organizational and management reviews, and strategic planning services.

 

Previously, Martin served as Senior Vice President – Business Sector Manager Transit and Rail for Atkins North America. He was responsible for managing the relationships and services for the Atkins North America Transit and Rail customers. With profit and loss accountability and project management oversight of company clients, he worked to maintain operational control of transit and rail sector projects delivering a quality work product on time and under budget. During his tenure with Atkins North America, he assumed leadership over an under preforming group rightsizing the practice and branding the organization as one of the emerging transit and rail consultancies in North America increasing revenues by 300% and staff by 400%. The practice evolved from sub-contractor to prime and joint venture roles while providing strategic direction and ensuring appropriate staff development to maintain the competitive edge.

 

Prior to joining Atkins North America, Martin served as Chief Operating Officer(COO) for the Santa Clara Valley Transportation/Authority (VTA) an independent special district in Silicon Valley, California with responsibility for countywide transportation planning and programming, public transportation, and highway projects. As COO, Martin managed all aspects of the $280,000 million operations and maintenance functions of public transportation. He initiated and assisted in a programmatic review of the Authority’s FY 2002 budget to reduce the budget to match operating resources; developed and implemented a three-phase improvement program for the Americans with Disabilities Act (ADA) transportation service to reduce operating cost by 20 percent; downsized by identifying overlaps, redistributing workloads, automating functions, and implementing a new attendance tracking system; implemented strategies to address service reliability and on-time performance; and negotiated and implemented a new attendance program of the operating personnel to improve service reliability and operational efficiency.

 

As a career transportation executive, Martin has served in senior managements roles in public and private organizations including First Transit, Miami-Dade Transit, New Orleans RTA, Birmingham-Jefferson County Transit Authority, and the Greater Richmond Transit Company. Recognized as a forensic transit operations and turnaround expert, he provided management expertise to implement creative and innovative strategies to address transit issues in each community served.

 

Actively involved in each community he lived, Martin served numerous public, private and industry boards. Currently, he serves as the Chairman of the Board of Trustees for Florida Polytechnic University, the state’s newest university focused 100% on STEM degrees. Additionally, Martin served on the Florida State University System (SUS) Board of Governors overseeing the then 11 universities in the SUS. In September of 2016, Martin was inducted into the American Public Transportation Association (APTA) Hall of Fame for his long and distinguished career in the industry having made extraordinary contributions to public transportation.
